Product Packaging Dimensions and Weight: Build an Approved Each-to-Case Hierarchy

Approve one measured record for every pack level you use

An Australian importer should release packaging dimensions and weight only when each value answers four questions: which physical pack level, which product and packaging version, how was it measured, and who approved it for which downstream use?

The practical output is not one line labelled product size. It is a linked hierarchy for the levels that actually exist—such as sellable each, inner pack and master case—with contained quantities, external dimensions, gross weight, units, raw observations, evidence and an approved version.

Use this sequence:

  1. define the physical hierarchy and the identity of each level;
  2. assemble completed production-intent packs;
  3. record the measurement method and sample state;
  4. preserve individual observations rather than only an average;
  5. reconcile supplier figures, local measurements and parent-child arithmetic;
  6. resolve mismatches; and
  7. approve named values for named systems and recipients.

Approval is internal data control. It does not mean a retailer, warehouse, carrier or regulator has accepted the pack.

Separate measured hierarchy data from packaging design

A packaging specification tells a Chinese supplier what to make: material, construction, artwork, protection, pack-out and intended dimensions. A measured hierarchy record says what completed production-intent packs actually measured and weighed.

Keep both. The specification is the intended baseline; the measurement record is verification evidence. A carton drawing does not include every effect of board thickness, closures, tape, cushioning, product variation or pack-out. Conversely, one physical sample does not rewrite an approved specification.

Use the packaging specification guide for design intent. Use this workflow when the production-intent each, inner or case exists and its as-packed data must be released to operations.

This article does not test whether packaging will protect the product. That separate decision belongs to the ecommerce transit packaging validation process.

Define the hierarchy before touching a ruler or scale

A dimension without a pack level is ambiguous. 420 × 300 × 260 mm could describe an empty carton, a completed master case, a display, a parcel used for one customer order or a pallet footprint.

Define the object first. GS1's current Global Data Model guidance illustrates hierarchies that link pack levels, contained products and quantities, dimensions, gross weight and units of measure. It is a useful data model where relevant, not a rule that every importer must use every GS1 field or assign an identifier at every level.

Not every product needs every level

Use only levels that physically exist or are needed for the stated operational use:

  • Each or base unit: the individual item handled, ordered or sold under the organisation's definition.
  • Inner pack: a grouping inside the shipping case, where that grouping exists and matters operationally.
  • Case or master carton: the outer distribution pack containing eaches or inners.
  • Pallet or other logistics unit: a load configuration, where stable enough to maintain and required by a recipient.

Do not add an inner level simply because a template has a row for it. Do not call a temporary protective bag a sellable each without checking the actual product and channel definition.

Give each level a stable record

Each record should show its parent and child relationship, not just a level name.

An existing identifier can help distinguish levels, but identifier assignment is a separate decision. Use the SKU, GTIN and barcode guide before adding or changing codes.

Measure the finished production-intent pack

Measure the object that the downstream record is meant to describe. For normal as-packed master data, assemble the product with the production-intent product, accessories, inserts, cushioning, retail packaging, inner packaging and outer closure applicable to that level.

Do not substitute:

  • an unpackaged product for a packaged each;
  • an empty carton drawing for a closed master case;
  • a sample with temporary inserts for the intended pack-out;
  • a damaged or damp case without recording that condition; or
  • a pallet estimate for an assembled logistics unit.

The GS1 Package and Product Measurement Standard provides detailed rules for consumer and non-consumer trade items, including orientation and special treatment for flexible packs. If the importer, data recipient or trading relationship has adopted that standard, record the relevant version and follow it. Otherwise, document the agreed method rather than borrowing one GS1 rule in isolation.

Record orientation and maximum extents

Write down which faces were treated as height, width and depth or length. Photograph the pack in that orientation with its sample ID visible. For a rigid case, measure external faces at their furthest observed points, including relevant closures, bulges or protrusions under the adopted method.

Flexible packs, irregular products and displays may need a different positioning or settling rule. Do not invent a universal method. Record the physical state, support surface, orientation, handling before measurement and the recipient rule that governed the released values.

Keep the raw observations before rounding. Apply any recipient or system rounding only in a separate released-value field, with the rule named. This prevents a carrier-specific rule from silently changing the underlying master measurement.

Keep gross, net and packaging weight distinct

Gross weight is the completed level as weighed, including its packaging under the chosen definition. Net content, product-only weight and packaging tare are different concepts.

For this operational record:

  • name the object placed on the scale;
  • record the unit, instrument and displayed value;
  • identify whether the value is observed or calculated; and
  • leave an unavailable component weight unknown rather than deriving it by assumption.

This workflow does not determine Australian net-quantity labelling, trade measurement or other product-specific obligations. It also sets no manual-handling threshold. Those questions require the applicable current rules and qualified controls.

Repeat measurements where physical variation matters

One sample proves what happened to that sample. It may not represent variation across production, flexible packs, overfilled cases or different pallet builds.

Choose a sample plan that fits the product, pack stability, downstream consequence and adopted recipient method. There is no universal sample count in this article. Record why the selected units were chosen—for example, different cases, production times or positions in a lot—and retain every observation.

Use a measurement-session record:

Do not claim formal calibration or measurement uncertainty unless the required evidence exists. The simple equipment record above supports traceability; it is not a laboratory or legal-metrology conclusion.

Reconcile the hierarchy arithmetic

Hierarchy arithmetic catches data-entry and level-mapping errors. If an inner contains four eaches and a case contains three inners, the case contains twelve eaches. Record both adjacent relationships; do not rely only on a flattened total.

Weight arithmetic is a diagnostic, not a replacement for weighing. Twelve packaged eaches at 0.82 kg total 9.84 kg, but the completed case may weigh more because inner and case materials are also present. If the case weighs less than the stated contents, investigate identity, counts, units, versions and measurements instead of forcing a balancing adjustment.

Dimensions usually cannot be multiplied into a reliable parent dimension. Orientation, layout, partitions, clearances and material thickness intervene. Measure the completed parent level.

Compare supplier data with importer measurements

Ask the supplier for its hierarchy table, raw observations, sample identities, photos, method, date and packaging revision. Keep those figures as supplier declared until independently reconciled.

The importer can remeasure production-intent samples locally or commission an appropriate measurement. GS1 Australia's National Product Catalogue data-quality service provides one Australian example: it compares sample weights and measurements with the corresponding catalogue record and flags mismatches for correction. That service is not required for every importer; the useful principle is sample-to-record comparison.

When figures differ, use controlled states such as:

  • awaiting physical sample;
  • measurement in progress;
  • difference under review;
  • approved for named use; or
  • superseded.

Check object identity, version, contained count, packed state, axis convention, unit, instrument and rounding before deciding which value to release.

Approve a version, not a timeless truth

The approval record should identify:

  • the product and packaging revision;
  • every included hierarchy level and relationship;
  • the measurement-session evidence;
  • raw and released values;
  • the rule used to choose or round released values;
  • approved systems and recipients;
  • approver and effective date; and
  • review or change triggers.

Approval means the importer authorises those values for the stated data release. It does not prove future production will never vary, approve a barcode change, satisfy a retailer's onboarding rules or bind a warehouse or carrier.

Worked example: release an each-inner-case record

This hypothetical example does not represent an OPL client, supplier or measured product. An importer measures production-intent samples for product revision R04 and packaging revision PK07.

The relationship check passes: 4 eaches per inner × 3 inners per case = 12 eaches per case. The weight checks can also be followed level by level:

  • 4 × 0.82 kg = 3.28 kg, compared with the measured inner at 3.42 kg: a 0.14 kg difference;
  • 3 × 3.42 kg = 10.26 kg, compared with the measured case at 10.65 kg: a 0.39 kg difference; and
  • 12 × 0.82 kg = 9.84 kg, compared with the measured case at 10.65 kg: a total 0.81 kg difference, equal to 3 × 0.14 kg + 0.39 kg.

Those differences are not automatically errors or known packaging tare. They combine the additional packaging at the inner and case levels with any product, packing and measurement variation, so the raw observations and pack components still need review before a cause is assigned.

Suppose three completed cases measured 484 × 324 × 254 mm at 10.61 kg, 485 × 325 × 255 mm at 10.65 kg, and 487 × 326 × 256 mm at 10.70 kg. The organisation may choose the largest observed values for a named warehouse-planning release, record that decision rule and retain all three rows. It must not call those values a guaranteed production maximum.

If the supplier table still says 480 × 320 × 250 mm and 10.40 kg, status remains difference under review until the importer confirms identity, version, physical state and method. The numbers are not averaged together to make the discrepancy disappear.

Trigger remeasurement after a packaging change

Remeasure when a change could alter the physical hierarchy or a released value. Triggers can include a new product revision, insert, accessory, retail carton, inner quantity, master-case quantity, board construction, divider, cushioning, closure, pack orientation or pallet pattern.

Use the product change-control process to assess and approve the change itself. EVG-174 then verifies the affected pack levels and publishes a new measurement version. Preserve the old record and its effective period.

Hand approved data downstream without doing downstream jobs

Release the approved version to the systems and partners named in the approval record. Ask each recipient to confirm the fields it consumes and any additional rule it applies.

  • The 3PL inbound pre-alert may use approved SKU, pack relationship, case dimensions and weight.
  • The shipment CBM calculation uses approved outer dimensions and shipment quantities, then applies its own freight scope and rules.
  • Barcode and GTIN review stays in EVG-061.
  • Buyer-specific packaging acceptance stays in the relevant trading partner's current process; internal data approval does not replace it.

Do not store a carrier's rounded billable dimensions over the raw product master. Do not change a case relationship in one warehouse file without updating the controlled source and notifying other authorised recipients.
